Holland Locklear was born in Detroit and grew up in Clinton Township, Michigan. Holland graduated from Wayne State University Law School in May 2017, was admitted to practice in all state courts in Michigan in 2017 and in the United States District Court for the Eastern District of Michigan in 2018.

Holland’s parents, both public school teachers, instilled in him a deep commitment to social and economic justice.  Holland understood the law as his “hammer” in this work.

Holland’s legal education included an internship with U.S. Federal Judge Victoria Roberts. He also served internships with the Maurice and Jane Sugar Law Center for Economic and Social Justice and the American Civil Liberties Union (ACLU) of Michigan. During law school, Holland honed his skills as an advocate clerking for a law firm representing victims of civil rights violations.

At Wayne State, Holland was elected by his peers to the Student Board of Governors and served on the Executive Board for Keith Students for Civil Rights. He received a “Silver Key” award for finishing multiple semesters with over a GPA over 3.75, and was honored by the National Lawyers Guild (NLG) with the “Outstanding Law Student” award.

At Romano Law, Holland focuses on personal injury, insurance, and civil rights claims. When not zealously advocating his clients’ causes, Holland enjoys listening to and playing all types of music. His usual mediums are hip-hop, country, and rock ‘n’ roll.
